The main pattern stitch of this simple scarf is a derivative of the Shetland lace stitch 'Feather and Fan' or 'Old Shale.'  Appropriately named as waves sweep across the mid-portion of the scarf with a knit-as-you-go lacy border.  Catch the wave with a variegated blue and green colorway such as Blue Bayou or Sea Cruise.  
 

The pattern calls for approximately 500 yards or 2-2-1/2 oz. (55-70g) of fine yarn for blocked measurements of 14" by 68".  Knit with size 6 U.S. (4.0 mm) needles.  Gauge is an average of 4-1/2 stitches per inch over combination of border and main patterns after blocking under tension.  This would be a great project for a wide range of yarn weights and fibers including the yarns listed below and others.  This is one of those easy-to-knit patterns you have been looking for.

Although slightly textured, Cloud 9 is a very good choice.  The fiber content is 50% cotton/50% rayon which gives the yarn a nice, soft hand and wonderful drape.  This yarn also has just a little stretch which makes it very nice to knit.
